The 44th ordinary session of the Interstate Council for Antimonopoly Policy of CIS countries and the 30th ordinary session of Headquarters for Joint Investigations of the Violations of the Antimonopoly Legislation in the CIS countries under the ICAP, as well as regular meeting in the level of of heads of competition authorities of Member States of Eurasian Economic Union and Minister in the charge of Competition and Antitrust Regulation of Eurasian Economic Commission took place in Yerevan in the Reception House of the Government of Republic of Armenia for the period of time from 13 to15 April, 2016.

The events was held in the Republic of Armenia in a series of events dedicated to the 25th anniversary of the establishment of the CIS, as well as within the framework of the 15th anniversary of the formation of the Commission.

During the meeting the issues related to the overcoming obstacles and harmonization of legislation in the field of communication in the Member States of Eurasian Economic Union (hereinafter - the EEU), as well as the results of the activities of working groups on the issues of the principle of the exhaustion of trademark rights in the EEU were discussed.
During the session of Council the most notable events that took place in the field of antimonopoly policy of the CIS member states and the results of joint investigations were discussed.
At the Council’s session the candidacy of the Chairman of the State Commission for the Protection of Economic Competition of the Republic of Armenia (hereinafter – the Commission) was nominated and unanimously adopted as a Chairman of the CIS Antimonopoly Policy Interstate Council. In the next two years the Republic of Armenia in the name of Artak Shaboyan, the Chairman of the Commission will be headed the Interstate Council for Antimonopoly Policy of CIS countries.

2010

29 June – 1 July, 2010
OECD – GVH Regional Center for Competition in Budapest (OECD RCC) held the second outside seminar on “Abuse of dominant position” in Yerevan, in “Mets Hayk” meeting hall of “Golden Palace” hotel. Participants from Albania, Belarus, Croatia, Kazakhstan, FYR of Macedonia, Moldova, Romania, Russian Federation, Serbia, Ukraine, as well as experts from Austria, USA, Hungary, Portugal and Organization for Economic Cooperation Development (OECD) were invited to the Conference. The main principles for defining the boundaries of the commodity market, issues related to the affiliation of dominant position and market power as well as collection of evidence necessary for justifying the abuse of dominant position was discussed at the Conference. The assessment methodology for disclosure the distortion of competition on commodity markets in the result of anticompetitive agreements was also discussed at the Conference. The experts on Competition issues from OECD countries presented their case studies. Specialists of the State Commission for the Protection of Economic Competition of the Republic of Armenia presented thematic proceedings at the round table discussions.

 The 30th anniversary session of Intergovernmental Council of Antimonopoly Policy of CIS countries and the 13the Meeting of the Headquarters on joint investigations of violations of the antimonopoly legislation in CIS countries were held in Yerevan from 6 to 8 October, 2009.
The following issues were discussed at the session.
  • The implementation process of decisions made at the 29th session of decision making process of Intergovernmental Council of Antimonopoly Policy of CIS countries
  • The situation of competition policy and development trends in the Republic of Armenia
  • The most significant events in CIS countries taken place for the period between ICAO sessions.
  • The results of activities of working group on joint investigations of violations of the antimonopoly legislation in CIS countries
  • Application of legislation on Advertisement by the antimonopoly/competition authorities of CIS countries.

The Prime Minister of the Republic of Armenia, representatives of the Office to the President of the Republic of Armenia and National Assembly of the Republic of Armenia and other officials, heads and representatives of antimonopoly/competition authorities of CIS countries, Romania, Syria, Mongolia and European Commission as well as representatives of international organizations (GIZ, OSCE, USAID, AEPLAC, WB) in Armenia and EU delegation in Armenia participated in the session.

30-31 October, 2017
The two-day International Conference “Оn Promotion of competition in developed and developing countries” was held in Yerevan at “Armenia Marriott” hotel, “Tigran Mets” hall. Representatives from the competition authorities of Italy, Moldova, Poland, USA, Russian Federation, Estonia and Romania were invited to the Conference. The International Conference was organized by joint efforts of US Agency for International Development (USAID) “Commercial Law and Economic Regulation” Technical Assistance Program, Armenian-European Center for Economic Policy and Legal Issues (AEPLAC) and the State Commission for the Protection of Economic Competition of the Republic of Armenia.

Ashot Shahnazaryan, Chairman of the State Commission for the Protection of Economic Competition of the Republic of Armenia (the Commission) has an opening speech (speech)  at the Conference. Pavel Ghaltakhchyan, Deputy Chairman of the Commission (speech), Gayane Sahakyan, Head of Legal Acts Division of the Legal and Administrative Proceedings Department of the Commission – Deputy Head of Department (text of speech in Armenian), as well as Anna Hovhannisyan, Head of Competition Analysis Division of Analysis Department of the Commission – Deputy Head of Department (text of speech in Armenian) make speeches.

Rassell Damtoft, Assistant to the Director of Office of International Affairs of USA Federal Trade Commission, Massimiliano Gangi, representative from Competition Authority of Italy, Anne Prose, Deputy Chairman of the Competition Authority of Estonia, Olga Sergeevna, specialist of Federal Antimonopoly Service of Russian Federation and others also make speeches at the Conference.

On the same day Ashot Shahnazaryan, Chairman of the State Commission for the Protection of Economic Competition of the Republic of Armenia and Viorica Carare, General Director of National Agency for the Protection of Competition of the Republic of Moldova signed Agreement on Cooperation Economic Competition Policy Between the National Agency for the Protection of Competition of the Republic of Moldova and the State Commission for the Protection of Economic Competition of the Republic of Armenia.
 

1-2 November, 2007

In the framework of  International Conference “Оn Promotion of competition in developed and developing countries” jointly organized joint with “Commercial Law and Economic Regulation” USAID Technical Assistance Program, Armenian-European Center for Economic Policy  and Legal Issues (AEPLAC) and the State Commission for the Protection of Economic Competition of the Republic of Armenia the professional training for the members and staff of the State Commission for the Protection of Economic Competition of the Republic of Armenia were conducted from 1 to 2 November 2007 with the participation of Rassell Damtoft and Melisa Westman, the international legal experts from the USA Federal Trade Commission. 

On the first day of the training the issues on anticompetitive agreements, results of the studies on prices applied by a number of economic entities acting in the chicken egg with shell commodity market and the Commission’s decision on imposing the liability measure upon these economic entities were discussed.  

On the second day the experts gave lecture on evidentiary basis as well as there were free discussions on various topics in the field of competition.

 

2002

September 12-13, 2002 
OSCE and USAID jointly organized a session on “Good Governance in Economic Policy Development in Armenia: Promoting Economic Competition”.
 
Following the recommendations of the OSCE Ninth Economic Forum, OSCE Office in Yerevan in cooperation with  the Armenian-European Policy and Legal Advise Centre decided on organize a seminar on the subject  of “Transparency and Good Governance in Economic Policy:  Promoting Economic Competition”. Seminar was organized by OECD Yerevan Office with the USAID administrative and financial assistance.  Participation of international experts in seminar was funded by the Government of the German Federal Republic, US Government, European Commission and European Bank of Reconstruction and Development.
 
The key goal of Seminar was to assist reforms aimed at the good governance and creation of business atmosphere in Armenia through improved economic policy.
 
A package of conclusions and recommendations were developed based on speeches, discussions and consultations of the international and local experts during the seminar.
